Tracy's beginning is a railroad story.

The Central Pacific Railroad who's name has since been changed to Southern Pacific completed construction of a rail line in 1869 which ran from Sacramento through Stockton, over the Altamont Pass and through the area where Tracy is currently located. In just a short time, a small town of just one roundhouse, one railroad shop, yards and hotels for feeding railroad employees, called Lathrop Junction sprung up nine miles from Stockton.

Lathrop went on to become the center of railroad activity in the San Joaquin Valley and the Central Pacific Railroad operations headquarters. Central Pacific build a coaling station called Ellis fourteen miles to the west at the base of the Altamont Pass which grew to around 45 buildings by 1870. A new rail line construction project was started in 1878 Between Oakland to connect to the Central Pacific  three miles east of Ellis through Martinez to make a more efficient route around the hills. This new rail line caused the founding of Tracy on September 8, 1878. After the new line connecting was complete  Ellis and the coaling station were no longer needed but the workers were needed in Tracy so railroad workers and their families picked up their belongings and two hotels and moved the whole town to the new Tracy station. It is rumored that Tracy was named after Lathrop J. Tracy an early railroad official.

Over the years Tracy grew as an area railroad center. A new line was built through Los Banos to the south and became the quickest and most cost effective route to Los Angeles in Southern California. In March of 1894 Central Pacific Railroad moved their headquarters, including all of the railroad equipment including engines and buildings from Lathrop to Tracy.
